Mr. Bellin has developed an extensive consulting practice in the New Jersey renewable energy marketplace. Drawing on his 40 years of experience as an attorney in New Jersey and his background in commercial and residential real estate, Mr. Bellin has a strong presence in the ground mounted and net metered solar industry and represents various companies seeking the acquisition, development, entitlement and construction of sites. Mr. Bellin represents local, regional, national and international renewable energy companies. Mr. Bellin was a member of the New Jersey Board of Public Utilities 2011 Energy Master Plan Committee. Mr. Bellin is a partner in GTB Partners, a lobbying group, with a specialization in regulatory matters with emphasis on issues pertinent to renewable energy systems. Mr. Bellin's experience includes the acquisition, entitlement, and development of multiple utility scale photovoltaic projects in more than 20 municipalities over eight counties in New Jersey.
In addition, Mr. Bellin has arranged financing and brokered numerous partnerships that have ensured his clients' success. In addition to solar, Mr. Bellin is also actively engaged in the identification, validation and development of energy projects employing other alternatives such as CHP (cold/hot power), an energy source likely to see expanded use as a result of its preferred status in the 2011 Draft Energy Master Plan. Mr. Bellin's clients benefit from his keen insights into the regulatory environment, his comprehensive understanding of the project approval process and financing requirements, and access to his network of skilled professionals.
Mr. Bellin became involved in the New Jersey energy market place following a successful career in the real estate development industry. He has previously served as a partner in a large and influential regional law firm where he represented sophisticated regional and national developers in the negotiation, valuation and acquisition of large pools of distressed assets. He routinely negotiated the purchase of assets from various lenders on behalf of clients. In addition, he participated in significant acquisitions, financings, equity and debt offerings, and managed complicated developmental approval processes. His practice area included the representation of real estate development and home construction companies, including publicly traded companies and those composed of high net worth individuals.
Mr. Bellin completed his undergraduate studies at the University of Connecticut, Storrs, and received his juris doctor, with honors, from Rutgers University Law School, Camden. Mr. Bellin and his family reside in Little Silver, New Jersey.
Ms. Donington started her career with Coopers & Lybrand as part of its audit team for national and regional banks, pharmaceutical companies, retail establishments, non-for-profits and governmental entities. Ms. Donington decided to change careers and attended Seton Hall University School of Law at night while working for mid-size law firm where her duties included the day to day management of personnel, calendar, collections and client services.
Upon graduation, Ms. Donington joined a mid-size law firm which specialized in insurance defense and municipal law. Ms. Donington handled a commercial and civil litigation diary for regional and national insurance companies. Ms. Donington’s clients also included the City of Rahway, Township of Edison and Township of Springfield where she presided over affordable housing hearings.
Most recently, Ms. Donington practiced as an attorney for the New Jersey Motor Vehicle Commission engaging in a regulatory practice. In addition to her regulatory duties, Ms. Donington was the State Contract manager performing all managerial functions in connection with the State of New Jersey Enhanced Motor Vehicle Inspection/Maintenance program; administered and supervised the toll violator project in conjunction with the New Jersey Turnpike Authority, performed investigations into violations of the New Jersey Policy Prohibiting Discrimination in the workforce and was the Commission’s appointed Ethics Liaison Officer which required training employees regarding the State of New Jersey’s Uniform Ethic Code and ensuring compliance with Code.
Ms. Donington has raised three daughters and is an active member of her community. Ms. Donington has run and participated in fundraising events for local charities, hospitals and PTO organizations. She was a founding Advisory Board Member of the Horizon Student Enrichment Program, Jersey Shore where she remains an active member.
Ms. Donington graduated Seton Hall University, cum laude and Seton Hall University School of Law, magna cum laude. Ms. Donington is admitted to practice in the New Jersey State Courts, the United States District Court, Third Circuit Court of Appeals and the United States Supreme Court.
